I have a 08 Z that when you are in low gear at 3000rpm and let off the footfeed the rpm will not drop immediately.It acts like it coasts for second then rpms fall.G.M says this is normal.I'm asking for answers

HI there, This is true to an extent. The PCM will compensate for a quick removal of the foot from the gas, to lower operating strain and rough transitions from throttle command and NO throttle command. Especially with LS7, due to the amount of power that your dealing with, the PCM constantly monitors throttle input to avoid rough throttle transitions. The LS3 isnt as sensitive, but it does do it also. Modifications create even a greater delay but with an 08, you can see it. However, if it takes more then say 3 seconds, then I would be asking why?
