HI there,
The standards follow.
You must use a radial tire patch, such as is pictured below. Maximum diameter of the puncture is 1/4 inch.
Then, correct assessment of the tire is crutial to a possible repair or not.
GM states that the second picture below is the ONLY area of a tire that can be patched.
If you are closer to the sidewall, you CANNOT repair it.

I've seen them in the local auto parts stores. Keep in mind that the tire has to be removed to use the combo plug/patch. It's not a typical DIY item.

Yes. It works as a patch and a plug and is installed from the inside. Sometimes they are called umbrella patches.

The tire should always be removed, IMHO, to inspect the tire.

When I was in HS a friend had a nail in the tire a few inches in from the sidewall. When the tire was pulled, we could see the nail had flopped around inside and scored up the sidewall down to the cords. If we didn't do that, I'd bet it would have blown out at a later point.

It is installed from inside the tire and glued in place.
