I have a set of rims and tires wider than stock that I want to use on my '65. Problem is the emergency brake bracket on the trailing arm makes contact with the tire. Can that be cut and rewelded so it clears? If so, would it need to be re-adjusted? TIA. Btw, offset trailing arms aren't in the budget.

I've seen this done a few times. I remember seeing a writeup on it, but I don't remember where. So, you might want to google it. Some people also use a spacer if the wheels won't end up sticking out.

Yes you can cut the bracket off and reweld it to the top of the trailing arm or where ever works. If it were me I would try and keep it at a position that would keep the adjustment somewhere close to where it is if possible. Good luck with it and let us know how it turns out.
