I have a 91 Corvette and my Tachometer is reading about twice the actual
RPM that it is running. How do I fix that.

It is not the ZR1 but a basic 350

You would have to check the actual data being fed into the speedo.
This is done with a Tech 2.
Allthebest, c4c5
