On my 02 Z06 the driver side window regulator lower pulley has a chunk missing causing the cable to jump off. Is there a way to replace the pulley without having to replace the whole regulator?

Not that I know of. A used assembly with a good pulley and swap them out would be my only suggestion at this point, I don't think anyone sells them seperately.

Window regulators on most cars are junk now a days for this reason! The plastic parts break before the cables or motors do! Both of mine were replaced on my Vette per its history before I got it. I've never done one on a Vette myself, but I did one on my Grand Prix recently because one of its plastic parts broke. The motor was/is fine, so I kept that. Junk parts now!
